Combination padlocks remove key administration entirely. Set a code, and that's it — nothing to issue, nothing to collect back, nothing to cut a replacement for.
Combination locks are generally lower security than a comparable keyed padlock, and codes get shared in ways keys don't. They also can't be keyed alike or master keyed, so there's no way to give a supervisor access to everything except by using key override models.
For anything of real value, or where you need controlled access, a keyed lock is the better answer.
